Rosewick road repaving?

This morning, there were crews repaving the section of Rosewick from the train tracks almost to Radio Station Rd (in the going towards Waldorf direction).

Hasn’t this road only been open for about a year?? Why would it need to be milled down and repaved already?

The other day I drove on it going North and there is cracked pavement and a bunch of cut-outs and patches. Yesterday I drove it and it had been chewed (grinded down) for repaving. I was fussing and my husband reminded me that this part was the old original road that evryone drove on before. So it just had a light paving put on top when the road opened last year.
But my concern as is yours is: if the road was stamped finished; paid for; done (with many delays and many cost overruns and many rebuilding and reslopings) Than repaving to standards should have been done then.
What is the true cost of this stretch of Road the County built. This includes paving the old section that they are doing now- and including the new RFP for a contract for turning lanes that was just issued last week?

When I first came upon it, I thought The Duck was behind and had annouced bids for a project that was already underway. When I got up to the paving I realized that this was something completely different.

I wonder if they are just going to turn around and have to repave the left lane again when the turnaround is put in??
