County Treasurer
As of 2009, with the passing of Bill 2009-04, the County Commissioners removed the elected Office of the Treasurer. The public no longer elects a Treasurer, the Commissioners appoint one.

State's Attorney
The State’s Attorney’s Office is responsible for the enforcement of State criminal laws within the geographical borders of the County. The State's Attorney prosecutes and defends, on the part of the State, all cases in Charles County in which the State may be interested. The State's Attorney is elected by the County at-large to a four-year term.

Clerk of the Circuit Courts
The Clerk of the Court is locally elected to a four-year term. The Clerk of the Court is a State official with the responsibilities established and regulated by the laws of Maryland and the Rules of the Court of Appeals of Maryland. Since 1658, the office of Clerk of Court has provided the citizens of Maryland with a variety of essential services. The revenue collected by the clerks for these services is distributed to city, county, and state governments.

Each year the Clerk’s office files, processes and maintains civil, criminal and juvenile actions. The Clerk’s office records land deeds, mortgages, plats, conveyances and other precious documents. The Clerk administers oaths to County officials, Judges and Governor appointees, issues business and marriage licenses and performs civil wedding ceremonies. The Clerk also commissions Notaries Public.

Register of Wills
The Register of Wills is locally elected to a four-year term. The Register of Wills is responsible for appointing personal representatives to administer decedents’ estates and for overseeing the proper and timely administration of these proceedings. Additionally, the Register of Wills assist and advise the public in the preparation of all required forms; maintain and preserve the permanent record of all proceedings; serve as the Clerk to the Orphans’ Court; track estates and refer delinquent matters to the Court; determine and collect inheritance taxes and probate fees/court costs; audit accounts of personal representatives and guardians; mail various notices and court orders to interested persons; and, verify compliance with court orders. As a service they provide safekeeping for wills of living persons who reside in Charles County.

Judge of the Orphans' Court
Orphans’ Court judges locally elected to a term of four years. The “Orphans’ Court” is simply the historical name for a court that handles Wills and estates. Orphans' Court judges are responsible for approving administration accounts, making sure that only appropriate payments are made from estate assets and that distributions are made to the proper beneficiaries or heirs. In simpler terms, the main job of the Orphans’ Court is to supervise the handling of estates of people who have died – with or without a Will – while owning property in their sole name.

Per the Maryland Constitution, the Sheriff is elected to a term of four years. The County Sheriff is the primary law enforcement agency charged with investigating crimes, enforcing traffic laws, enforcing orders of the court, and transporting, housing, and controlling the county jail inmate population. In Maryland, the elected County Sheriffs are the only law enforcement officials in the state who answer directly to the people.

A seven-member elected Board of Education serves the educational needs and interests of Charles County. The Board provides direction for and establishes educational policy for Charles County Public Schools. The Board of Education is an autonomous elected entity in Charles County, separate from the Board of County Commissioners. The Board of Education, in addition to their other responsibilities, approve the budget for Charles County schools. The Board of County Commissioners are responsible for their portion of funding of that budget. Board of Education members serve four-year terms.
