Ches. Beach wants sustainable communities designation

After hearing a presentation from county representatives about the benefits of being designated a sustainable community, the Chesapeake Beach Town Council decided to apply.

In 2010, the state passed the Sustainable Communities Act, Plummer-Welker said, which creates a consolidated area for revitalization and investment in what are called sustainable community areas. The consolidation combined the Community Legacy and Neighborhood BusinessWorks programs, two existing state programs, she said.

Paluda said the Community Legacy program provides funding to local governments and community development organizations for essential projects aimed at strengthening communities through specific activities centered around business retention and attraction, encouraging homeownership and commercial revitalization.

The Neighborhood BusinessWorks program provides subordinate or gap financing to new or expanding small businesses or nonprofit organizations in sustainable communities through the state, said Paluda.

  • 1. · This is pretty exciting for Calvert . . . I guess the gang of 4 on the planning commission and the developers won't allow this kind of thing in Charles County . . . and since they run the show in Charles Co., all we get is the new CVS in Indian Head . . .

  • 2. · Plummer-Welker said sustainable communities are “places where public and private investments and partnerships achieve development of a healthy local economy, protection and appreciation of historical and cultural resources, a mix of land uses, affordable and sustainable housing and employment options and … growth and development practices that protect the environment, encourage walkability and recreation opportunities and where available create access to transit.”

    This sounds like something Indian Head could benefit from.

    Too bad Charles Co. govt. seems to have lost their mojo to do Smart Growth for Waldorf in the face of pressure from the Developers First (BGI)crowd with their astro-turf/fake grassroots/robo-letter campaign.

    We are truly the bottom of the barrel when it comes to growth planning in Maryland.

    I don't know if that's a fair statement WMIN, you see the gang of 4 in the PC pushing for this BGI direction, and maybe 1 or 2 of the 5 commissioners.. --- in support -- so I don't think the end game is known yet..

    Looks to me like the BGI folks got innuendo down, pretty well...

  • 10. · I see no down zoning in the comp plan, same zoning just reducing allowed density. Changing density and creating an urban growth boundary will in fact create winners and losers through the entitlement process. How this will effect taxes and crime can only be a study at best.

    My best guess for an investment would be to purchase existing recorded or finished lots now in the rural area, multi family land in Waldorf, stay away from anything commercial or mixed use in Waldorf. Commercial or mixed use will be a good future bet in the village centers, the consequence of the Waldorf growth boundaries in a perverse way will actually enhance the value of living outside the growth boundary and create a greater need for services in the rural villages. Zoning changes actually rarely hurt a good developer unless he looses existing entitlement potential, it is the land owner that will win or loose with this comp plan.

  • 13. · They've never offered any proof. It's the Karl Rove approach: say it enough times and people will start to believe it. We need to call them on the fact that they have offered no proof or back-up to their claims. And we need to do that as often as they make the claim.

  • 14. · More "growth" = more groundwater withdrawals and more IMPERVIOUS surfaces which = more pollution to our rivers and streams.

    Less groundwater = LOWER property values and the possibility of HIGHER TAXES because of R.O. plants that may be necessary.

    I wonder if the folks at BGI have considered this???

    Nowhere on the Growth Initiative brochure did I read anything about aquifer withdrawal. How convenient to ignore the one item that should be of concern to anyone and everyone living and working in CC.

  • 19. · Thank you Seahorse -- the point here is that Calvert wants to develop sustainable communities while the Gang of 4 on the Planning Commission is still stuck in a 1950s approach to comprehensive planning.

    Again, Charles County's growth planning is at the very bottom of the barrel in the state of Maryland and these other counties that do it right are eating our economic lunch while the best we seem able to do is CVS pharmacies, tech. parks without any tech. companies and oodles and oodles of sprawling home subdivisions.

    Yeah, thank you Charles County developers for the economic development you've brought us, keep up the outstanding work!

  • 20. · News, what I don't get is the Indian Head area has a business community association that has done little to nothing. Why not plan big outside the box and then do what Calvert's did? It's almost like that area is being held captive by a bunch of yokels.

  • 22. · #20. Because doing growth the way we've been doing it is easy. And it's cheaper for the developer. You want a big CVS in Bryans Road, you get the permits and put one up. How does that store relate to other growth in the area? Where's the plan for the future growth? What's the plan for the space you just left?

    We're still doing it piecemeal, but, hey, that's easy. The result is more strip malls, more empty buildings, and more stand alones with parking for every store. Shop at one, get into your car and drive to the one next door. Is that smart growth?

  • 23. · Seahorse, how about not just Calvert County, but Leonardtown in St. Mary's ...

    These are just some of the areas that Indian Head could look to for lessons, but the yokels (BGI/Developers First crowd) don't want any outside consultants or information that could help the community to grow economically.

    And because our county government has for so long worshiped local developers even though their track record of economic development in the county is mediocre at best, we're stuck where we are.

    The system has been set up where the overwhelming number of voters/taxpayers in the county are forced to subsidize the bad decisions championed by a few local developers with the county government serving as a big rubber stamp.

  • 24. · The GOOD NEWS is that we have at least 2 Commissioners who see the problem for what it is and are doing what they can to insure that the County is developed responsibly and NOT the way it was in the past.

    UNFORTUNATELY we have 4 Planning Commission members who can't see past their own noses or personal agendas!!
