Connector supporters defend road plan

Maryland Independent, by MEREDITH SOMERS

While Independence Day fireworks are still a few days away, sparks are already flying this week between Charles County and residents fighting the cross-county connector.

On Tuesday, the Charles County Chamber of Commerce held a press conference to advocate for the controversial project, while today environmentalists and concerned county neighbors are scheduled to unveil an alternative in a report from the Smart Growth Alliance of Charles County to stop the plan.

  • 1. · ""With or without the road, development is going to occur within that zone," Groth said. "It's all within the development district, and it's all zoned residential."

"Their argument is ‘build it and they will come,'" said Del. Murray D. Levy (D-Charles). "I say, ‘Don't build it and they will come.' If you don't put people here, where do you want them to go?""

Neither one mentions the FACT that the Development District continues to expand to the Deferred Development District. The Deferred Development District will eventually become part of the Development District and the Deferred Dev. District will then expand to the rural and agricultural areas!

They say they want to keep development within the Development District - well just look at what's happening to Hughesville!

Look at those seven Waterfront "villages" that will be scattered throughout the county...

I could cite more examples but you get the idea...

They point to the Comprehensive Plan, which we all know it is NOT a legally enforceable document. It is only for "guidance" and IMO it is only used in circumstances such as this when it serves their purpose!

"I say, ‘Don't build it and they will come.' If you don't put people here, where do you want them to go?"
I've never been a big fan of the "they're gonna do it anyway, might as well make it easier/legal" approach to governing. Plus, I have an answer for Mr. Levy in regards to where I want "them" to go. I want "them" to go to Waldorf. More importantly, I want my commissioners to plan for continued growth by tightening the development zone and building veritcally in the Waldorf area. I want my commissioners to think about the transportation infrastructure before signing off on development plans. This alone would prevent development in the area in question (at least for a while). I would like to see a little less hypocracy coming from Baltimore Street when the commissioners try to appease one cross-section of the population by saying that we desperately need more affordable housing and then approve another "McMansion" development designed to take the place of woodlands and wetlands.

It may not be a popular opinion but I actually don't mind the massive apartment complex along St. Patrick's Dr. opposite Dorchester. While I have no idea what they are charging for rent (it doesn't look too "affordable" to me), I like the concept. Walking distance to shopping, built in the dense residential/commercial district, etc. The only thing missing is a metro stop.

I give Murray an A+ as a spinmeister, though. By asking the rhetorical question, "Where do you want them to go?" he's basically assuming there will always be a steady influx of people to Charles County regardless of what we do. Let's think about this for a minute. If there were no new homes to move into, would people just pitch tents in the median strip of Crain Highway? No, they move here because our County has tossed out the welcome mat in the form of new housing projects.

What our commissioners fail to realize is that "growth" does not only equate to new residents. "Growth" should apply to a proportional mix of new residents, new business, improved infrastructure, and the ability to adequately provide basic services to an increasing population in such a manner that the cost to do so is borne by the tax receipt increases associated with these things. A good indicator that your growth plan is inadequate is when you must raise taxes (yes, Joe Richard, they DID raise taxes) on existing citizens in order to support the new ones.
