County pays ‘special’ cop

Charles County’s security chief John McConnell was sworn in last week as an official special police officer, given the power to make arrests and carry a weapon on county government property.

The hiring of a sworn officer to protect the county commissioners and the county government building in La Plata is unprecedented, but McConnell is no rookie.

    This would at least save the taxpayers some $$$$ - but hey, the Commissioners have their little fiefdom and what's a few thousand more TAXPAYERS dollars to them anyway!

    They know they can always raise OUR taxes to pay for their "special needs", like SUV's, icerinks, baseball stadiums, and maybe a road to nowhere that could end up costing as much as $100M .. so what's the big deal about another $56K?

  • 2. · The commissioners also recently approved a policy to increase control over public hearings which prohibits unapproved distribution of fliers, obtrusive flash photography and waving banners or placards to block the view of other citizens.

    Why should the Commissioners have any say regarding flier distribution at a public hearing? Wouldn't that be considered limiting a citizen's right to free speech? Does someone have to have his/her flyer approved by the Commissioners before a public hearing, and, if the flyer has the facts vs the canned BS the Commissioner's peddle, then what? Will the flier not be allowed?

    Maybe I'm on the wrong track and maybe my interpretation is whacky, but this sounds like the Commissioners are trying to advance their own personal agenda by squelching first ammendment rights!

    They tread a slippery slope indeed.

    They have been treading it as long as they have been in office. Or rather, they have been pouring water onto the public's slippery slope. Their taxpayer sponsored SUV's apparently have good four-wheel-drive.

    Content discriminaton, the reviewing of the content of speech by government, is the activity most scrutinized by the courts. If as you say they intend to review the contents of handouts for approval, this is a very suspect activity. But, what the heck? They have already:

    Forbidden people to speak ill of the County Government in Government facilities (I was threatened with being ejected in 2006 from the Nanjemoy Community Center when I criticized the County. I was invited to speak to a group of seniors).

    Forbidden a candidate from handing out literature, while an two elected officials had people handing out "souvenirs" with the elected officials' names on them.

    Had the goon squad attempt to stop a citizen on county property from photographing the (at the time) new luxury SUV's purchased for the Commisar 5.

    One of my many complaints about them - but near the top - is that the Constitution is a distant high-school memory for them. I actually believe that statement is genreous. I believe the reality is that they could care less about people's rights.

    They were invited to apologize for the candidate incident, and in typical fashion, they could not even manage to answer the letter.

    In my view, many of your rights have been suspended, until you (we) wake up, and protect our own rights by choosing new leadership.

    If you are looking to have peoples' rights treated with dignity and respect, you (we) had better act like our rights are worth fighting for at the ballot box. Right now, we should be ashamed of the representatives we have allowed into office. We owe those who have shed blood for liberty more effort to guard our rights than this.

    Sorry to keep coming back to this theme, but I think this 5-person conspiracy against our rights is shameful, and so is the apathy of otherwise good people that has allowed it to happen.

    The 5 person conspiracy you speak of, I refer to as the "Fiefdom"!

    Unfortunately, the apathy you speak of lies primarily with many new residents who've relocated here.

    Many of them know little or nothing about our county government, nor do they care. Most are so busy with their own personal lives and problems that the local government and local issues are of little concern...

    Unless or until something comes up that affects them personally, such as higher taxes or a proposal for something they weren't expecting, they just aren't concerned.

    THEREFORE, it is up to those running for office to get the word out, and also for many of us to get involved and get the word out too.

    Otherwise, the voting booth is usually the first time many of these people see who's either in office or who's running for office and unfortunately, most people tend to vote for the incumbent...

    But it's these same people who will scream bloody murder should property taxes rise, or their water/sewage bill rises or worse, if water rationing occurs!!

  • 7. · I want to point out for the sake of accuracy that such practice is technically prohibited in the House, but it has been overlooked for an awful long time. Code Pink has pushed the practice beyond its limits and the backlash has been pretty severe. See this video for an example of recent enforcement of the rules:

    I should have said "what the US House of Reps has historically (or even informally) allowed.

    How flexible will the county be is yet to be seen. But it may be contingent upon how in-your-face people get with it.

  • 9. · Sam Graves, speaking this morning at Swan Point said in response to a question from me that "The Maryland Independent got it wrong" when they wrote that buttons, stickers and signs would be prohibited from public hearings. He also said literature could be distributed in an area that would not block access to the building.

    There were about twenty-five other citizens in the room who witnessed this statement.

    He also said unsolicited that he does NOT read blogs.

    I have read the ordinance. It definitely prohibits the distribution of buttons, stickers, and signs in a meeting (except in designated areas). It does not seem to prohibit having or wearing buttons, stickers, or signs at a meeting, but the waving of signs is prohibited.

    From the wording of the article it led me to believe that the Commissioners would have a say over what was distributed at a public hearing and what wasn't. I'm not saying they will review and ban every handout for content unflattering to their agendas; I don't think they can get away with that, and they'd be really dumb to try.

    Buying 5 SUVs? Woefully ignorant! Trampling on First Ammendment rights? Totally unacceptable!

  • 13. · It would not be their first foray into content discrimination. As I mentioned earlier, there is a rule in County facilities that it is not alowed to criticize the County. I am sure they would deny that, but the people who run the facilities are charged with enforcing it, nevertheless.

    Why was I as a taxpayer who is funding this Commisses' paraniod madness of absolute power not consulted in their creation? Why did the comizar 5 feel the need to actually and intentionally mislead me, the citizen, in the actual creation of the Special police for public hearings? Why do I have less and less representation in my democratic governance in this county with each passing week?

    Do you believe this is America, and even Charles county government? When I was a kid in elementary school learning the basics of governance in a democracy-examples of citizen supression and the uses of secret and special police against its citizens were held up as anti democratic, anti american examples - and shown to be products of the Soviet Union , Eastern Bloc European countries and China..My teachers told me that this could never happen in America!! Well Shizzammm-guess they did not anticipate people so totally consumed with their own personal ambition that they would so cavalierly and blindly damage the democratic governance process for their own peronal gains-circa Charles county 2002-2010- !

    Our "Fair representation" in the democratic process in county govt is being incremenatlly stolen from the people thru the corruption of absolute power being bestowed by the comissess upon themselves-to benefit, those few, at and around the levers of govt. The county govt is being/has been hijacked by a small group of monied special ineterests with very little regard for the people who they see as a nagging tertiary aggravation to their personally enriching agendas.


    Men do not easily assume the task of opposing govt policy-even those constitutionally illegal policies that would restrict our right to free speech and assembly.

    We must remember that we have the power here-no matter how strong the opposite illusion the comiszar 5 would present and have you believe thru all their announced and strong arm tactics.

    OUR SILENCE IS BETRAYAL OF OUR DEMOCRATIC RIGHTS IN THIS COUNTRY . IT WILL TAKE GREAT INITIATIVE TO CURB THE QUEST FOR ABSOLUTE POWER IN THOSE WHO WOULD BETRAY OUR TRUST IN THEIR EVER UNQUENCHED PERSONAL LUST FOR POWER, RICHES AND CONTROL.

    On a side note-glad the Baden clinic is getting stimulus money and will remain operational-but E. Patterson, Cooper's puppet had little to nothing to do with it despite her recent claims to being tremendously instrumental in saving the day. Before the stimulus money -she was quieter than a church mouse.

    The closer to 2010 the warmer and fuzzier and full of crap it is going to get with this shameless group ...Remember to keep your eye on the big picture as they[[those few with access, and those few inside the cloistered govt bubble] try top obtain every piece of land in Chas county as cheaply as possible [Nanjemoy survey, on the govt dime]and then sell and develop it for as much as possible -with those at the levers of govt at their disposal.

Who woke up one morning and decided this was a need? Who ever it was needs to GO BACK TO SLEEP that's for sure spending $56K on something that is in NO WAY NEEDED in this County. I had Easter Breakfast up at Lackey High School yesterday morning and ran into Rex and I asked Rex if he had any part in this and his answer was "NO WAY". In fact I said why not use his guys for part-time work if the Commissioners feel this is needed. They would be called when needed when holding meetings. I FEEL IT'S NOT NEEDED SHOW ME HOW IT'S NEEDED COMMISSIONERS!

    Now here is my take on this issue> I for one feel if I were voted in as Commissioner I would have to vote ON THE 1ST DAY to say sorry your not needed go get a job at the MALL walking the Mall floors. No where in Maryland County's can I find that Commissioners have a "Special COP" on the pay roll. 1st of all 4 of the 5 County Commissioners are part-time Commissioner Cooper is full-time Commissioner so we as TAX PAYERS ARE PAYING 56K a yr., and for 4 Commissioners that are part-time and they get paid at $45K and Commissioner Cooper is paid $50K.

    It makes me sick on this issue and knowing that the Nanjemoy Clinic is still up in the air on Closing. More to come on that!

    Also I see nothing wrong with you sitting in the back rows at meetings with signs held up as long as it's in the back rows and not in anyones way of seeing. If you want to hold up a sign about Johnnie Oh well go for it. Nothing wrong in saying what's on your mind. Some do not like to step up and talk for 3 mins but a sign can also get a message across. I see nothing wrong it that.

    "Commmissioners act as if they are to good for anyone else but sorry COMMISSIONERS you put your pants on the same way as I do>>>ONE LEG AT A TIME!"

They put out a press release saying the new guy makes $56K, and he is the only special police. What they fail to tell you is that under him is a staff. He is only the chief in charge. Remember my conservative estimate of $250K for this? I am sticking to it. In fact, I am predicting that will be a low figure. I will look in the budget and see if I can find it.

    Remember, take everything they say with a grain, er, with a ton of salt.

    Of the current new candidates-your bold and 'un-afraid' use of the podium is making you emerge larger in stature as a leader of the people. It seems you have woken and are boldly beginning to challenge the status quo and eloquently state your case. Your honest warmth is now beginning to touch to me. You must have a strong women behind you.

    I will quietly introduce myself to you when the moment presents itself, and offer what assistance i can in your campaign and getting the word out to -all people--that you are the candidate of the people not the special interests-
    Race, creed, color or religious affilliation -as MLK stated in his "I have a dream speech" should NOT be considered at all in the election of a candidate. The issues at hand and how they affect the people and the honest character of the candidate should be the critical decision factors.

    Let us hope that -all of the-people know your stand on issues..and the opposition is not able to sway the largely uninformed public and pigenhole the election choice to one divisive issue or another which has absolutely 0 -zero- to do with personal qualifications..in the true service to the people.

    For to vote sole on a personal bias -as mentioned above-, Or in the election to subtley raise , or not so subtley raise-the -race, creed, color,religion issue -as a pseudo, undercover coded qulaification is foul and harmful play in our democratic process.

    Sadly, those least informed [that vote on a singular subjective issue, rather than the economic and social facts on the ground that are actually affecting and imperiling the populace-and, often this uninformed populace more so-] tend to blindly vote for politicians who ultimately abuse them badly.

    Digeorgi-you are already showing more leadership in your candidacy than the other candidate from your district has in her years of tenure as side kick to Cooper -the king of development hack's-

    FREE SPEECH IS A HUGE CORNERSTONE TO OUR FREEDOMS AS AMERICANS -Anyone who would sit quietly by-or promote its destruction -as our current fab 5 do- cannot be trusted at the levers of government.

    Keep in mind too that the State Police, in order to approve a Special Police Commission, require the applicant to show proof of a "General Liability Insurance Policy of $1,000,000 (one million dollars)..."

    As to the Good Woman in my life that would be Virginia she is from Louisville,Ky and we met at N.R.L. a Navy base on 295 back in 86. She has a Phd. and is a superviser. Right now she is in VICTORIA, CANADA. She will be back home on Sat night and while she's gone she left me in charge smile She got her BS and Masters at U of L then she got her Phd at SMU in Dallas,Tx. We will be married 21 years on May 20th. smile So yes you are right she is a strong woman and works very hard. smile

    Magan, the Washington Post reporter called me about 2 hours ago because I left her a message about what she wrote in last Thursday Southern Maryland Section about the Nanjemoy Clinic closing. What she wrote wasn't the same as what came out in the meeting last Weds. She agreed with me that some of what is being told about the Clinic by both sides (Greater Baden and the Commissioners)just do not add up. She tells me she'll stay on top of this as I will also.

    Answerman> Good point about the "LEAVE" that is a cost also and the Ins to cover him and his staff if he has one yet. Maybe this is a back door way to form a County Police Department. Keep an eye out for that.

  • 26. · If an employee of the Charles CO Sheriff office retires he is colecting a pension.
    He then is hired by Charles COunty by a fellow "retiree" for a newly "needed and created" position. Security Chief for the Govt Building. He has staff, and an office. He now has become a Special Police- that requires a million dollar bond, newly designed and aquired insigna and badges, weapons and training and in the future probably a uniform and vehicle ($$$$). $56,000 is the reported pay which does not sound like much- but on top of a pesion is quite nice. If we have to replace this position in the future with a non retired officer I am sure the pay would need to be much higher- so we have a built in money eater program starting.
    In addition to pay of $56,000 an employer has many other costs to employ an individual- so the cost to the COunty Budget is much higher. You have taxes to be paid, contributions to pension fund, vacations, holidays and sick days, insurance, training and other costs each year- So for a salary of $56,000, the total cost for the County is much higher- closer to $90,000 pr year- plus the expenses listed above for the creation of a new division or department. You know it will only grow larger if it is permitted to go farther.
    ALl while regular staff (not the ones being reorganized and thus receiving step increaes & higher salaries- but poor souls no colas) get nothing and instead are heading backwards- again.
    These regular employees even feel lucky getting the shaft- Why? They were told RIFF's or less pay and hours. SO why would they not support less hours if the alternative is NO JOB?
    The logic of the COunty Government doesnt seem to see the effect of the local economy on this issue either- less pay by these employees mean less spending - which means more hardship on local stores, resturants, which means less sales taxes- which means les revenue to the County.
    Vicious cycle is it not and very shortsighted of the Government.
    There was an exellent letter to the editor today by someone who opposed the bill offered up by the commissioners on this employee issue.
    Be sure to look it up.

    If I win the Primary Election on Sept. 14, 2010 and then win the General Election on Nov. 2, 2010, one of the 1st things as County Commissioner is I would act on would be to push to remove any so called Special Police/Special Cop or what ever you wish to call it. I call it a SPECIAL TAX TO THE TAX PAYERS OF CHARLES COUNTY. There is no NEED for this up and coming Department that the County Commissioners have formed or are forming as we speak behind your closed doors.

    I feel theses 5 County Commissioners are killing the Democratic Party and the Democratic Central Committee should not be sitting back and should demand that the Commissioners explain the action that all 5 have taken on this so called Specail Police which will and is a major cost to the Tax Payers.

    Everyone I have talked to says it's not needed and just that issue alone would say how they will be voting next Sept 2010.

    I am a LIFE LONG Democratic (40YRS) and have been from my 18th B-day and May 3rd I'll be 58(yes I'm an old goat NOW)! As a Democratic I will say what's on my mind on issues that I stand for and this is one of them and feel it will be a major issue between now and next Sept.

    Wake up Commissioners and see what your doing to your Democratic Party it's not good from Tax Payers I've talked when I'm at Walmart and in Safeway they and others are in need of help but yet your spending money like it's OK to do because you want too.

    Commissioners, spend Money on what you need not what you want and Special Police is A WANT NOT A NEED!

    Why they couldnt say that and decide while people had a chance to take early retirement, I dont know? Friday was the last day to apply.

  • 30. · You can bet those positions and people that go --under the totally power centralized BOC -where ,any, once upon a time in place systemic checks and balances which help institute some semblance of legitimacy in a govt -which have all since been deleted and or destroyed in the total taking of absolute control of power by the BOC with Code home rule making it even a more deadly weapon in the hands of nefarious self interested people--.

    you can bet those that go will be those on the periphery, way outside the moted secluded secretive power hungry network of the roayal palatial castle innards. Or, those that dare to show a moral turpitude which dares question any of the BOC's brutal control and lust for total absolute power.

    Why do the Boc have thier own private police force ?? Easy-they pay them to take whatever actions they want them to take in the name of their absolute power. Using the sheriff's dept did not give an iron clad guarantee to the BOC for an instant and immediate crass speech supression, and crowd suppression upon the BOC's direct and immediate demands.

    As played out at an earlier meeting regarding the CCC-ithink? where the BOC began to instruct the sherriff's dept to shut down some speakers actions-to which they balked and gave the citizens a bit of a soap box at the contentious hearing--much to the BOC's dismay as they were forced to listen to the throng of disgruntled citizens complaints-THOUGH YOU CAN BET THEY DID NOT HEAR THEM.

    These absolute self interested power mongers were going to see this never happened again-when they want the people's voices shut down -now all they have to do is snap their fingers for their own private police who will not balk at the hand that feeds them.

    For all the sweet rhetoric- and Mr. Mconnells aw shucks attitude -'' dont really even want To be a policeman anymore -WHILE HE CARRIES A SIDEARM in the auditorium"""-And you can bet-he will do whatever he is instructed to by those that created his position and pay him for all the' oh golly gees''- im just a standin here a hanging around and dont even really want to be here''--Dont believe a word of it..

    The BOC has turned the CC govt into their personal kingdom of absolute power.-a political apparatus which works for the favored few in the cloistered secretive bubble of CC govt where the most monied are invited to rub shoulders with those puppet commissioners who pull the strings of govt for them in 'the faux is in'- sham public hearings that over and over again illuminate CC's very corrupted sick tainted illegitimate governance process..

    The county needs to pay and create a special commission to seriously study all the cozy sweetheart arrangements that rule over the govt process and how they relate to the not so mysterious benefits and adavantage to those in the cloistered bubble while the citizens get gravel pits in their backyards via rezonings, excess waves of growth which drain other citizens wells dry with out giving it a second thought, continued red ink sinkhole ammenities, and a special cherry on the cake of mismanagement at the very best, and corruption at worst, *** SPECIAL POLICE THAT ARE THERE TO SHUT YOU UP-IF ONE DARE TO PROTEST TOO LOUDLY-'that all the money is going to the cronied up buds in the cloistered, secretive, non transparent, murky, opaque,hazy, self entitled arrogant bubble that marks the true attitudes and hearts of those over indulgent gluttons that shamelesly pass themselves off as our county commissioners-while their actions bespeak more of pirates.

    Let us sell the personal luxury BOC suvs, rent out the BOC private retreat house for public events, combine several activities at other locations at the fiscal red sink hole ice rink or close it. Take some of this money and get an independent counsel to investigate the totally centralized power apparatus with employees sworn to silence oaths-no telling what entanglements an honest investigation might turn up??

    The BOC hiring its own Speical Police in drawing the fort of absolute power ever tighter-speaks directly to the opposite of an honest and open approach to govt which supports its citizens in a fair and legitimate process.

    CC govt has become a sad yet clear example of an Impediment to real citizens rights-as the mere form of governance is all that really exists in its hollowed out illusion of soul -as the core process has been syphoned off to the cronied up buds, the BOC-and now they have special police which create yet another buffer and barrier which keep them ever far removed from a legitimate accountability...to, for and of the citizenry....

  • 32. · The last County meeting I was at I did not see him there to police over the meeting but I did see a couple county police officers? Not sure what gives with that? But I do feel this is a position that needs a pink slip and is not needed. If I am to be voted into office I would push to see this position go away.

  • 35. · Thank you waterWorks>I am up and moving better now. Had my shoulder operation for the 2nd time on March 1st down at Georgetown Hospital. Getting my waving down with my right arm maybe hard to do but working on it.

    It was good seeing Rick on Fri. and Sat night and I was able to chat with him some on Sat night. I asked if he would come to my 1st fund raiser on Weds April 21st at Mama Stella's in Bryans Road at 630pm. I will send Sammy an e-mail and see if it can be posted here on the DUCK? It is already posted on my web site.

    Like you said Rick is a great guy and I am also just ask my wife Hmmmmmmmmm Maybe not> I do hope one of US wins in Nov. It's just a lot of work to do in 6 mons time. Just need to get mine and Ricks name out there so people will vote for one of us. At least Rick is alone in his race and as of now I have my work cut out for me and I just can't let up.

    Hope to see most of you on Sat night at the benefit/fundraiser dance and NO I do not DANCE.
