The Charles County commissioners passed another resolution Wednesday that promises to cause further shakeups in the way local government does business.
The resolution is the second issued by the board in the past month announcing intended changes to the county’s fiscal, organizational and personnel policies.
The resolution aims to reorder the management hierarchy in the wake of Deputy County Administrator Victoria Greenfield’s resignation; put the county’s procurement office under the control of the county administrator; redistribute county clerical staff; and explore consolidation of information technology services and training programs run by the county, public schools and the sheriff’s office.

Commissioner Edith J. Patterson (D) said the new staff changes, along with the recent hiring of a new chief of staff to field public inquiries, are not meant to shield the commissioners from the public, as some critics have charged.
‘‘We are accessible,” Patterson declared, adding that her contact with the public ‘‘is not filtered through anyone.”
