LTE: Yes, county is ready for growth

With regard to the letter, “Is the county prepared for growth? [Maryland Independent, Feb. 19], the answer is yes.

The letter writer can be confident that from the perspective of this commission member, the Charles County Planning Commission is working in collaboration with the county commissioners to follow the land and growth management standards as they are enumerated in the comprehensive plan.

Nevertheless, the suggestion by Mr. Moses that a long-term strategy to meet the demands of future growth that are in the best interest of the people is absent from this planning commission and board of commissioners is not supported by the facts or their actions.

    Rezoning Hughesville first for the Stadium, and then for Chaney's industrial/commercial zone; rolling the Nanjemoy citizens for WSG; rezoning Bryan's Road to put energetics up against the back fence of 2 schools...and those are just the latest...Right, Joe.

    And, this guy is on the planning board-? He shouldnt be let close to any legitimate process of governance given his greatly evidenced ability to out right straight faced lie to the public !! People like this -involved-in the fair governance process of the people are pathological to a properly functioning governance which fairly includes the people-as Pirate Richard's public spiel of utter misleading and false garbage serves only the elite in the cloistered secretive pathological,corrupted bubble that is CC govt-where cronied up deals which use the public's money for the personal advantage of those in the pathological bubble of CC govt rule the day ..What citizens--you mean those dumb as bricks hay seeds??? JR has out done himself in his shamelessness on this Utter false Garbage that he has mouthed-What a butt munch!!

    CC needs to clean house of these self interested disingenious, corrupted[ -and -if JR believes one word of the utterly false crap that he is spewing ]-Pathologial agents that are bringing the quality of life in CC down the tubes for their own personal gains -where two of the pirates posing as commissioners already live out of the county -and others will follow when they cant simply plunder the resources and the people of the county for their own personal advantages.

    Joe Richards has lost any credibility he ever may have had-a fellow like this ,imho, does not belong within a thousand miles of a county government position -JR IS A GLOWING EXAMPLE OF WHAT IS WRONG WITH CC GOVT!!

  • 7. · Looks to me as though the "Planning Commission" is prepared to approve ANYTHING, ANYWHERE in the county.

    Has he considered the water supply, which according to Maryland Law must be considered prior to approval of new development?

    Has he given any thought to the capacity of the Mattawoman Sewage Treatment Plant?

    He mentions the Comprehensive "Plan", which in my opinion is a JOKE! Remember, it is NOT MANDATORY that the Commissioners follow it - it is only there for "guidance" and IMO it's not worth the paper it's printed on!

    #1, #2 & #4 accurately point out many of the reasons why Mr. Richards is for all intent and purposes focused on a complete and total build-out of the county REGARDLESS of the consequences!!

    If the Planning Commission, as a whole, firmly stood behind Joe Richards, why not have Raymond Detig, the Chairman, pen LTEs and sign as the head of the Planning Commission? But, no, the LTEs submitted by Richards are a one-trick pony show. So, it stands to reason the Commissioners (aka Cooper) are manipulating Richards. Richards isn't doing himself any favors by being a tool in the hands of a knucklehead(s).

    Raymond Detig is no longer Chairman of the Planning Commission. Lou Grasso was recently appointed Chairman by the commissioners. Joe Richard is listed as the Vice Chairman.

  • 16. · There's the old story that it was once mathematically proven that the bumblebee can't fly. Yet observation and empirical evidence proved that it could. Asking who was right, the scientists or the bumblebee, seems absurd.

    But Joe Richard provides us with the exact same situation. He says that infrastructure cannot be overburdened by development because there are ordinances in place to prevent that from happening. Yet empirical evidence and observation proves that infrastructure has been overburdened by development. Which is right, the ordinances or the evidence?

    In the case of the bumblebee, the scientists went back and did more research and amended their model on insect flight. That was the logical thing to do. In the case of the ordinances not adequately preventing a strain on infrastructure, will logic prevail? Don't bet on it.

I was on the Planning Commission for 10 years, as both a member and the Vice Chairman, at that time, Planning Commission members never, repeat, never commented, either by word or letter on any, repeat, any matter before them for a decision or discussion ! It was poor form then and it is poor form now. Nor in my opinion should they indicate any support or non-support for any County policies or ordinances. To do so would seem to predicate some pre-judgement on their part and would tend to send a msg to those coming before them that a preordained opinion/s might exist !Not sure what happened to that unwritten policy but my fellow members at the time agreed that this would be the way we operated. Too bad that practice seems lost to Mr Richards

    Sadly, though, this transparent conflict of interests/corruption/the Fix is always in in CC is not a comedy but a serious misuse and travesty of justice in regards to our local govt. These pirates in three piece suits have no shame-or else, how could they mouth such utter tripe on its face as JR has done shamelessly.
    It is time for these bums to go too! -The people need representation -they do not need their tax dollars to be continuallty stolen and handed over to the fix is in crowd for private LLc and corporate profits at the ever rising and burdening expense to the ultimate quality of life of the CC citizen and our environment

    The governance process no longer functions as a legitimate civil tool for the Quality of life of the greater citizenry-as it- in a morally and ethically depraved conflicted fashion serves those in elected/appointed positions and the monied buds cronied up with them


    The greater citizenry in CC is not being served honestly -but it is surely being stolen from by callous greedy Lying characyers like JR

    CC's entire govt needs a bath as the stench of corruption and greed now flows so easily that it brazenly and shamelessly emanates and speils down right lies in a business as usual manner-in complete opposition to what we know the facts are regarding is the truth about the actual history on the ground in our county .

    Boss Hawg might actually offer a less pathological, conflicted/the fix is always in in CC/corrupted citcustance that the rot that we know have taking as much as they can while they maintain control of the levers of govt...

    If it were not so damn obviuos and sadly reprehensible-it culd be bitingly funny

    Unfortunately, people like JR who know no shame are no laughing matter-especially as they have the power to destroy what is still likeablr about our county home

    Im telling you- the only things these guys in a just world shoud be supervising is a prison laundry

  • 20. · Everyone is right on concerning Joe Richard. He should make a choice--either you want to be on the planning commission and exercise independent judgement, or you want to be an openly political supporter. He crosses the line in my opinion, especially in his support of Cooper. In that respect, this letter is fairly tame. But his job is not to be a sycophant for Cooper and the Comissioners. I agree that this type of public comment is highly inappropriate, and if anything, should be coming from the chair in a non-political tone, if at all. Let's hope that with the next election he'll get his walking papers.

    i disagree wholeheartedly - I dont think that these commissioners who have centralized every aspect of govt under their total autocratic control with the super wharp control power gun of "Code Home rule'which exponentiates thier absolute total control of power -allow for such things as loose cannons .

    As a matter of fact any county employee who acts in such a manner finds himself in a position to be fired under the silence oath as a Pre- condition for any county employment..

    IMHO-JR is merely mouthing the talking points handed to him by 'leaders' - i use the term in its loosest connotation- so drunken with their own power and sense of self entitlement -that the disemination of such foul and misleading information/tripe- to them is just BAU- in the morally and ethically lacking dept=raved halls of CC govt

    You really think Jr got appointed to be vice chair of the planning board by the BOC for speaking outside of the talking points handed to him ...Not a chance that this would ever be allowed to happen with this Drunken with power and self entitlement bunch who sadly control our politics and our very quality of life in the county

    There is a better chance that JR kneels at the commissioners feet and kisses their rings as he eagerly and wo/ shame bodes to do their business for them -for an opportunity to place himself near thehead of the table of the PC where the lush crumbs which fall from the table are often huge!!!!!

    I agree with you. I think Joe Richard IS being feed a line of crap to peddle as he sees fit (even worse, I think he believes it), but his thoughts can be picked apart so easily, that he's not helping any cause whether it's the reputation of the Planning Commission or the Commissioners.

    That's why I called him a loose cannon. Sometimes, less is more, and the more one tries to defend, the more obvious it becomes that there is no substance or facts only run-of-the-mill, ho-hum comments that do nothing but try and obfuscate.

    All the $$1.l mil in federal stimulus money given to the county to not help with people in foreclosure-but rather to dole out monies for people to get a leg up on the purchase of already foreclosed properties at 15k to 40k a pop to equal service to about 42+- people/families. Like to see who ends up getting this county distributed [of the central govt ]largesse which in reality only serves a very very selected fortunate few.

    Now, there will be some dedicated foot soldiers to the incumbent BOC -talk about owing loyalty for getting debs on those goods.

    Like to see a PIA act list to see how totally random this program really is?? as it is attended to distributed by our local govt and commerce ....where the history is -well you already know massively cronied up - and what do they have to worry -everyone inside of their govt is not allowed to talk lest they be fired as a condition for their employment. Brazen authoritarianism on the local level has given democracy and balance in our local house the boot as we sit on a precipice of many imbalances waiting to take our county further down the wrong road if we do not get some new blood who recognize the citizens are supposed to be involved in govt in a real way.

    Without a significant population turn out in 2010-to bring in the winds of change --we will simply be lamenting the same ole gripes as we get neglected and abused once again

    it is imperative we get the word out to our neighbors to vote and express our encouragement on the issues for our best hopes like KR,RC and JdiG -too bad RC and JdiG are running in the same district-both are good candidates but RC's energy level and enthuisiasm blows my hat off.

    gwet as many as your friends to the polls in 2010 as possible -it is our only hope for any sort of change
