New Look for Water and Sewer Bills
Charles County water and sewer service bills have a new and improved, environmentally-friendly design. In an effort to use resources more efficiently and
to minimize rising costs, the Water/Sewer Office within the Department of Fiscal and Administrative Services will soon begin mailing water and sewer invoices in a new format: a pressure-sealed invoice that doubles as its own envelope. A return address label is provided for customers to make payments by mail.

Graduated billing would "force" large users to use less. It really wouldn't impact the average user very much. if at all, but for those who water their lawns and fill up swimming pools it could be significant...

She uses 4 times the amount of water INSIDE than we do with the same number of people!
None is for watering yard- wait- she does have a little timy 3 x3 foot pond- you know the plastic formed ones- her husband has to shop vac that usually each week and they refill that. But no yard watering....
But they do not have any low flow devices,, whne she got a new washer- it was a top loading.
We both have occupied in law apartments...
I am always appalled when she tells me about her water bill when she complains.
I guess it pays to be a bit messy.

Remind her of the MGS reports and the fact that by 2030, there could be rationing unless steps are taken now to avert any possible shortages.
Remind her that municipalities throughout the U.S. have graduated billing which is much preferable than water shortages and/or rationing in the future.
Of course for those of us with private wells, most of us will most likely have to drill new wells to deeper aquifers costing $20K or more!!

thats what I fear most of our neighbors are like.
"oh thats stuff we dont need to worry about- it will be solved and we dont need to bother about it." and "thats why we have governments to make sure we have that".
Ask her how the Commissioners are doing and she would probably say fine- things havent changed.
The property tax thing is totally over her head- they didnt raise taxes- its just how you are stating things.
with citizens like this- thats how I fear that things will just be worse.
IF a huge highway was going thru our neighborhood- that would be a tie to fuss, but until it affects her or others she knows, its just not worth the bother.
We have professionals who do that stuff.
She is the nicest person and would do anything for you- but then there is this attitude, that I am sure so many in this COunty have.

This is the problem - people who leave it up to "gubmint" to figure it out. They figure as long as they're paying their bills, that's enough.
That's all the more reason for "gubmint" to implement graduated billing sooner rather than later. Sure people will gripe and carry on about it, but it has to be explained to them that unless this is done, the alternative could be rationing!
You're right that unless something affects them PERSONALLY, the attitude that "I'll use as much as I please because I'm paying for it" will continue.
As with most things, it's the economics of the issue that will be the driving force, i.e. hiking the cost per gallon on an incremental basis, until people decide, as with gasoline, that they've got to use less!
