Obama’s new budget: Higher taxes for the wealthy

WTOP, by MARTIN CRUTSINGER

President Barack Obama unveiled a $3.8 trillion spending plan on Monday for 2013 that seeks to achieve $4 trillion in deficit reduction over the next decade but does little to restrain growth in the government’s huge health benefit programs, a major cause of future deficits.

Obama’s new budget was immediately attacked by Republicans as a retread of previously rejected ideas. The budget battle is likely to be a major component of the fall election campaign.

The president would achieve $1.5 trillion of the deficit reductions in tax increases on the wealthy and by removing certain corporate tax breaks. Obama rejected GOP charges of class warfare. In his budget message, he said, “This is not about class warfare. This is about the nation’s welfare.”

And the wealthy is over $500,000 per year. Most of us do not get that far as much as we would like to think we are rich- nowhere near it.

So whats your problem with it?

  • 4. · I never understood the rationale behind taxing different income levels at different rates. Where is the threshold and who determines it? How does one define rich? When those with the purse strings determine that "taxing the rich" does not close the gap, what's to keep them from lowering that threshold? It's ostensibly $500k or more now, but what's to keep that from being dropped to $250K, or $100k. Sooner or later, we all pay higher rates because it is a spending problem, not a revenue problem.

#2....taxing corporations more just adds to the unit cost of production, ultimately, consumers pay those taxes.

Unfortunately I was very exposed to the upper 1 %
earlier in life and occasionally even now; even though my husband and I decided to follow principles and not favors and money.

If you think number 2 really is true- then you are naive- that's not how the owners and heads of corp or their familes work or think.

  • 6. · My gripe has always been with the vague language used in discussing the tax issue. No other term is used more often than "fair share," yet there is no clear definition of what anyone's fair share is. I'd like to see someone quantify "fair share" in specific terms (Obama has to some extent done it by saying 30% on $1,000,000), and then provide a rationale for that number. And "because they can afford it" doesn't really cut it. I want some real justification for some real numbers.

  • 8. · "I don't think anyone should be singled out merely because they are successful."

Who is being singled-out? Don't you pay more taxes than someone making less money than you make? Aren't you paying less taxes than someone making more than you make? Well, maybe not, since if you are not rich enough to make all of your income from dividends and interest then you will be paying more than those who do because you make your money the old fashioned way--You Earn It. You see, that is the penalty placed on the Middle Class. They have the burden of higher tax rates because their income comes from their labor and not from their stock portfolios and their off-shore bank accounts. I never heard anything so ridiculous--the poor or nearly poor crying about the plight of the rich. What brought this about?

I guess you were watching Fox Pseudo-News last year when Obama gave his State of the Union Address and right in front of most of the Supreme Court Justices he denounced their decision that allowed unrestricted cash campaign donations. You have already seen how this influx of anonymous campaign contributions to Romney devastated Newt Gingrich in the Iowa elections and now you just want Obama to sit idly by and not take in the same types of campaign contributions so that Romney or another Presidential candidate can do the same to him. I guess you are the type that says it's OK for the goose but not for the gander.

  • 12. · #8: Answers: The rich. Yes, but I probably pay more than people who make more than me.

These so called rich earned theirs, now we are going to tax them further? The wealthiest 1% paid over 36% of all federal taxes. Is that fair? What about those that pay NOTHING? Is that fair? My husband and I pay taxes at the single rate (married and both employed) because we are tired of getting a huge tax bill come April 15. Is that fair? What about the 47% of Americans who pay zero in taxes? I don't pretend to have the answer, I just feel the Government needs to rethink this whole taxing thing. Maybe cutting a little from the budget once in a while could help, instead of putting the burden on John Q. Citizen.

    Read my explanation (above).

"Maybe cutting a little from the budget once in a while could help."

I'm with you on this point and there are lots of things that should be cut--like paying for military bases all over the World and constantly fighting useless wars and subsidizing TriCare Insurance for millions of retired military who never ever came close to a front line for anything except on their desk to shuffle papers.

The wealthiest 1% paid over 36% of all federal taxes. Is that fair?

We can't tell just from this statistic. We'd need to know what percent of taxable income the top 1% made to know if this is fair. If the top 1% made, say, 60% of all taxable income, would paying 36% of the taxes be fair? No, but for the exact opposite reason you are arguing.

But that point may well be moot depending on what people consider "fair." Matching the percent of taxes paid directly to percent of income earned may be easy math, but it doesn't necessarily equal "fair." Let's say a widow with a small child has an AGI of $10,000 a year, which comes out to $833 a month. Is it fair that she pay federal taxes out of that paltry sum? And if not, then someone has to cover that small percent that she isn't paying.

My point is the discussion is way more complex than most people are willing to acknowledge or strive to understand. Half statistics and cliches are tossed about on both sides and all it boils down to is a back and forth game of "I know you are but what am I."

That is fair- because read it- of all the income in the US. 1% own it....read again 1%.

Now do you really think the 2 equal up?

I can get out my old accounting calclator and figure it out for you- but in percentage they are paying a whole bunch of less than the rest of us.

  • 18. · If every US citizen could take off their party politics glasses that show the world in an us against them light, maybe we could see that there is only one solution.

Taxes must go up, for everyone.

Spending must be cut, on everything.

Any other discussion is just a waste of time and energy. There is no math that makes a one side (revenue increases or spending cuts) that works.

Tax revenues are at their lowest point since the late 1950s. Anyone who says taxes are too high is just wrong.

77 million Baby Boomers are about to stampede into the plethora of entitlement programs. Of which Medicare, Medicaid and Social Security account for 43.3% of all Federal spending..TODAY! What do you think that will be in 20 years?

Everyone seems to be fine with raising taxes...as long as it is on someone else.

Everyone seems to be fine with cutting spending...as long as it is spending on someone else.

The problems aren't that terribly difficult to solve in theory...its the reality of the politics that makes the situation seem hopeless.

  • 26. · Barb,

IMHO, President Obama has been unsuccessful because he is a horrible leader and an even worse motivator. The President sits in the shadows and lets Congress run.

While I abhor the Republicans actions over the past 3 years, a President MUST lead. He must be out in front. President Obama just can't and isn't. He doesn't have it in him.

But all of this is irrelevant and just another distraction to take our eyes off the ball.

The more we sit around our computers and tv sets looking for someone else or something else to blame, the more we dig ourselves into a hole.

At some point we as a nation and our leaders in DC are going to have to start acting like adults, take responsibility for the problem we all have created and make the necessary changes to put on back on a path to fiscal sustainability.

Because all this other stuff we talk about, comprehensive plans, gay marriage, entitlements, energy dependence, contraception...all of it, doesn't mean a damn thing if the economic system fails due to our structural deficit problems.

The problems are fixable and (unlike Greece) we have the time to fix them, but they aren't going to get fixed if we keep acting this way.

If Dems and Repubs can't get their heads out of their posteriors to work on this, then lets find people with some common sense and sense of common good who will.

Looks like you are the one perpetuating the 'blame game'.

For 30-years, President after President of both parties have tried to get a National Health Care program enacted into law. It was Obama who finally did it. Now, insurance companies can't deny you coverage because of pre-existing conditions and can't put a cap on the cost of your medical treatments which has been the cause of so many people loosing everything because of long term illnesses. He had ended one of the two wars started by Bush and is rapidly ending the 2nd one. The Republicans just caved on extending the payroll tax deduction. Thanks to Obama, we have saved two domestic automobile companies. The record shows that he has a formidable record of achievements regarding passed legislation in spite of the
Republican "Just Say No" Congress. All of this and more in only 3-years while having had to save this Country from the biggest economic challenge since the Great Depression. It's hard to justify the proposition that he can't lead and that he has not gotten anything done.

Despite the economy, a new store that sells new husbands called " The Husband Store" has just opened in New York City, where a woman may go to choose a husband. Among the instructions at the entrance is a description of how the store operates, You may visit this store ONLY ONCE!

There are six floors and the value of the products increase as the shopper ascends the flights.. The shopper may choose any item from a particular floor, or may choose to go up to the next floor, but you cannot go back down except to exit the building!

So, a woman goes to the Husband Store to find a husband. On the first floor the sign on the door reads: Floor 1 - These men Have Jobs. She is intrigued, but continues to the second floor, where the sign reads: Floor 2 - These men Have Jobs and Love Kids. 'That's nice,' she thinks, 'but I want more.'

So she continues upward. The third floor sign reads: Floor 3 - These men Have Jobs, Love Kids and are Extremely Good Looking. 'Wow,' she thinks, but feels compelled to keep going. She goes to the fourth floor and the sign reads: Floor 4 - These men Have Jobs, Love Kids, are Drop-dead Good Looking and Help With Housework. 'Oh, mercy me!' she exclaims, 'I can hardly stand it!'

Still, she goes to the fifth floor and the sign reads: Floor 5 - These men Have Jobs, Love Kids, are Drop-dead Gorgeous, Help with Housework, and Have a Strong Romantic Streak. She is so tempted to stay, but she goes to the sixth floor, where the sign reads: Floor 6 - You are visitor 31,456,012 to this floor. There are no men on this floor. This floor exists solely as proof that women are impossible to please. Thank you for shopping at the Husband Store.

PLEASE NOTE: To avoid gender bias charges, the store's owner opened a New Wives store just across the street. The first floor has wives that love sex. The second floor has wives that love sex and have money and like beer. The third, fourth, fifth and sixth floors have never been visited.

He was "out front" and didn't accomplish very much. I'm not impressed with Flash if it doesn't result in substance. They accused Obama for 'leading from behind' in Libya. Well, that situation has quieted down without one of our soldiers ever being on the ground. I think more people should start to appreciate a President who is an Executive and not a showman when it comes to dealing with the big problems facing our Country.

  • 40. · "Iam, so you are Ok with providing healthcare to everyone, except those that have served honorably in the military?? Didn't you say in past posts that the military budget should be cut and stop providing benefits to those that have served?"

No, I said that the tax payers should not have to pay for TriCare. People pay their whole life into Medicare and then when they need it they get their money's worth back. Raise the premiums for TriCare to cover the cost of insuring the recipients. Let me tell you, I served "honorably" in both the military and in the civilian sector and I get no free ride when it comes to insurance. Under ObamaCare, the only ones who will get free coverage are those who can't afford to pay for insurance. That is no different than it has been. Ever hear of Medicaid? You have been paying into it for years to pay for the health care for those who can't afford it--so what is new about ObamaCare that you are surprised about? And, under ObamaCare, those who can afford to pay insurance premiums but would rather put that money into a nice sports car instead, will have to pay a fine to help pay the hospital emergency room that they report to (in military lingo), when they need help. Now, these same people show up and you and me pay for their medical care and I, for one, want everyone who can afford to pay for their insurance to do so either with insurance premiums or with the ObamaCare fines. I'm sick of people who can afford insurance not buying it and then the burden is placed on my doorstep.

Agreed. But that can be said for everything. Personally, I am sick of those who choose to contribute nothing to society, yet hold their hand out every month waiting for their "free ride" while others bust their humps to make ends meet.

I think we approached Libya correctly. We can't continue to be the world's only police force and its favorite punching bag.

The "leading from behind" does seem to be his style though.

What bothers me most about the upcoming election is none of the candidates for President is worth voting for.

I truly don't understand how people get so amped up about this crop of uninspiring and polarizing group of individuals.

I think the polls demonstrate that Republicans are not 'amped' up about their crop of uninspiring and polarizing group of individuals. They are worried that they don't want to make the same mistake that they made 4-years ago and just nominate the 'next-in-line like they did with McCain and now are faced with the uninspiring Romney. Sentorum is currently surging but he mostly appeals to the extreme rightwing Republicans. Presidents are usually chosen from the center so they are in a quandary.

  • 45. · Polls are not going to win this election and at least the people I talk with up here in NW PA (and signs & bumperstickers) there is Republican vote going to happen in this state.

Now, NW PA is rural and when I moved here, there were lots of pro Obummer signs out. Gosh, even the pig farmers in Conneautville, PA were voting... not anymore for this bum.
We are hard hit, gas prices are very high, no jobs and farmers are pissed off.

After the primary is over, we will have the Republican challenger emerge.
In the meantime, the political field produces real life conversations and once again apathy in this country is put aside. The failed policies of this inept man-child sitting in the WH will be voted against.

Of course you don't see Obama signs out now. It's the Republican's time to argue with each other and for Republicans to decide amongst the motley crew. Wait until the General Election begins and you will not be able to get out of your driveway without seeing an Obama sign. "Farmers are pissed off"! I'd like to know why--the price of crops has never been higher and there will be lots more acreage planted this year than last because of it. I know farmers, just like watermen and school teachers, are whiners, but they aren't stupid.

  • 47. · Price of goods are higher but profit aren't.... WHY? Thanks to Obummer's attack on fuel prices. I just filled up at Sheetz's and it is $3.69 a gal(reg unleaded)
The average price of gas was $1.89 when BO took office.
This single item translates to everything.

  • 48. · The price of gas is up all over the World. This just goes to show how powerful Obama is that he can raise the price of gas everywhere. And you think he is a do-nothing President. I just paid $3.49/gal. I guess you better start putting up some Obama signs if you want your gas to come down.

  • 49. · He could open up drilling in the Gulf, putting people back to work, he let the oil reserves go to foreign countries instead of being used here,
he could get behind the keystone pipeline, he could have stood firm with the Chinese and not allowed them the upper hand in manipulation of our currency etc.

Keep believing the lies, drinking that kool aide.

Yea, just like Bush did and was so successful.

"He could open up drilling in the Gulf"

The Gulf is open to drilling or haven't you heard. Please excuse him for stop issuing drilling permits for 6-months after the worst oil spill in our history so that better management of oil drilling by the Government could be put in place since this was also not done by Bush.

"he could get behind the keystone pipeline'

He could also approve it without all of the important ecological studies being completed and then when it is found that the pipeline runs through a hallowed area like the Mattawoman, you and others can then blame him for that also.

The pipeline has been studied & studied and alternative route offered. He will piss around and the oil will go to China. We lose jobs, taxes and oil. Yeah, a real winner in the WH.

Ok, we are not going to agree- you can may have the last word.
The last word will be the voters in Nov.

The U.S. government on Thursday announced plans to sell 38 million acres in central Gulf of Mexico for oil exploration to increase domestic energy supplies.

The scheduled sale in June will be the second since the BP oil spill in the Gulf of Mexico in 2010. The leases are expected to generate one billion barrels of oil and 4 trillion cubic feet of natural gas, according to the U.S. Interior Department's estimates.

The planned sale of all available unleased areas in the so- called Central Planning Area off Louisiana, Mississippi and Alabama followed U.S. President Barack Obama's State of the Union speech on Tuesday, in which he said a major task on his agenda this year would be to develop domestic energy supplies.

Yeah, but a new route means a do-over for an environmental impact statement. That takes time.
