Planners Defer on Comprehensive Plan Action

A motion to move forward on the 2012 Charles County Comprehensive Plan was defeated in Monday night’s meeting of the Charles County Planning Commission.  Some planners wanted to move forward with getting funding for studies to be done on the merged scenario proposal.

During Monday night’s meeting, Edmonds spoke about comments from the online website savelandvalues.com in regards to downsizing in the current merged scenario proposal decreasing property values, increasing taxes and increasing crime rates.

“I remember the same accusations being thrown around in Columbus when people of my skin tone started moving in,” Edmonds said, saying they’ve created boogeymen.  “Boogeyman one, downzoning will increase your taxes.  Boogeyman two, downzoning will decrease property values and increase crime.”

    Funding for additional studies would have to be approved by the county commissioners.


    DOH, the DNR report is FREE! DOH!!!

    And then there's that ELEPHANT in the room...the WRE. Until USGS and MGS weigh in on aquifer drawdown, nothing those 4 bozos do to further along ANY scenario will amount to a pinch o' poo. Grasso, Mitchell, Richard, and Jones are wasting time, resources and leading the county astray by thinking they can put a puzzle together that's missing its most important piece.

    Once the aquifers get to a level where private well owners are experiencing difficulties obtaining water and are forced to drill deeper wells, it's a sign that the "public" water supply could be next... then the proverbial s**t will hit the fan!!!

    When the Patuxent aquifer (the deepest before BEDROCK) is tapped to the max, there's no other choice but to install numerous desal plants and run hundreds of miles of water pipe, costing the taxpayers millions upon millions, something that most of us just cannot afford.

    Think about what this will do to property values... you think they're bad now, just wait and see when the water supply is in jeopardy.....

    THIS is one of the most important reasons why a SCIENTIFICALLY BASED WRE is SO important...

  • 3. · Got to go with water being the most important driver. If an investment of millions will be needed to support a sustainable water supply this should be project one. Things like roads and rail to further more development no matter where should not even be on the table untill water is supported. Nothing can happen without water.

    Well said Franklin ! I think the County should prepare for osmosis plants anyway, Ive seen them in Mexico, and they are making bank on the investment - it could be a great investment.

    Charles County could become a major player in the coming water wars, maybe even making a profit in the process once the costs are covered ! A Public Private enterprise would be ideal for this !

  • 5. · Here's an exercise: What's the motivation of the gang of 4 on the Planning Commission?

    Is it about politics?

    OK, maybe it is.

    But it's a real mystery to me why the gang of 4 thinks that ramming through a business as usual/pave over the rural areas of Charles Co. comp. plan is helpful to any of their "chosen" political candidates in the next Democratic Primary election for Board of Commissioners.

    If anything, this ongoing controversy makes it easier for Primary Dem. voters to make sense and identify which candidates represent the citizens/homeowners vs. which candidates will bring more business as usual.

    Is the Gang of 4's motivation about an adherence to allies in the development community?

    OK, I get that. But here too, serving the development community's interests instead of focusing on the wants and needs of the overall citizenry will create a groundswell of opposition of Primary Dem. voters against the BOC candidates that are perceived as working against the interests of the citizens/homeowners.

    My assessment: The gang of 4 has made this 2012 comp. plan "THE" political issue for BOC candidates in the next election and they may not like the results of their strategy in our next election.

  • 7. · creekworks- I had relied on that data for a long time and when it disappeared I was disappointed- I'm glad it is being resurrected.

    In another note folks- the Mattawoman monitor has been turned off- lack of funding- I believe they have worked out several sources that will contribute to it being turned back on but still have a deficit of $15,000.

    This is a valuable source of information not only for us , tourism and the fisheries- but for the whole of the waterways.

    Can people start working on that too? Urge funding to turn it back on- the only one turned off.

    What exactly is that?, Im not familiar with it. $15,000.?! I could build a fleet of 20 sensors for that price, with wireless data feeds.

    When we did our NESSY testing up till 2008, the county paid $5. per bottle testing fee - I am trying to engineer a garage band - remote sensor that can be relocated, and feed the data to 3G - near real time - without needing to wait 2 weeks for a lab result.

    The primary measurement we are looking for is enterococous bacteria levels during the spring to fall testing season.

    I think part of what the Fab 4 is doing is about winning. If they can push off a vote to one of the meetings where they are all there, then they can win! (whatever that means!) And it might be all about winning, because they can!

    Very clearly, it is not about the county. It is about them.

    The cost of the real-time monitoring runs about $42.5k per year.
    We believe Charles County bore most of the cost before (not sure, have to check)

    USGS could bring perhaps $10K to the table. (At least half the cost must be born by external partners to USGS).

    DNR hasn't said no to helping- but the rest has to come from somewhere.

    MDE used to contribute to funding the gage.

    SO- there we are. It is the only one that got cut off- but it is the gage that gives real time monitoring of all kinds of information to determine how the last best estuary in the Chesapeake was functioning

    It doesn't make sense to cut off the monitor from the most productive fish spawning area on the east coast. What ARE they thinking? Didn't I read or hear somewhere that the fishing and recreation waterways bring in about $40 million to CC a year? And they turned off the monitor? ohh

    If I wasn't already a conspiracy theorist I would think they did it on purpose- but under this admin I don't think so (But maybe SOL has the influence???:) )

    Now- if on of those gets in office.....whoop, there it goes.

    Well, this is part of the problem - this is crazy ! I don't fully understand what specs they are looking at - but Ill research it.

    I developed BIO-terror sensors that we built in a Tupperware container, discreetly planted around a super bowl event in san diego, that cost us less than $200 a pop.. back 10 years ago. Of course, we needed Ethernet connection to feed the data back then...because wireless B sucked for range, and there was no 3G then.

    I figure a $750. per unit price point is reasonable - including a 3G or WiMax transceiver..

    I think someone, somewhere is making big bank on this occult (limited) market.

    Thanks barb - good data. My idea was 4 measurements a day would be sufficient.. ping every 6 hours.. we are mostly concerned with poo in the water.

    Was it, Is it measuring Enterococus Bacteria?

  • 19. · Im not sure, but during the summer we measure at different areas around smallwood for DNR- oxygen levels at different depths, identifying algae and plants, looking for invasive s.

    During the spring there is the egg counts starting at Mason Springs- and many times you cant stand the smell because of sewage spills. Nasty.
