Dear Ms. Breck:

Please consider this e-mail as a response to Mr. Bowles letter to the editor above.

Mr. Bowles is right about one thing: There are far more important issues in Charles County than the money that could be saved by taking the luxury SUVs away from the only two County Commissioners who are provided them free of charge by the County (all gas included). Some of those issues are fortitude, integrity, arrogance and empire-building.

I applaud Commissioners Kelly and Robinson for having the fortitude to bring up this uncomfortable issue. They did not do so for some petty reason, but for the most important reason in a representative democracy: because the people wanted them to do it. They did it for another important reason, as well: because they were fulfilling a promise made to the public during the election campaign.

In 2009, as the last (not the present) Board of Commissioners cut spending, instituted furloughs on county employees, severely restricted the number and use of county vehicles for others, they voted to provide themselves with luxury SUVs, and allowed themselves access to gasoline and services at county expense.  There was a wave of outrage throughout the citizens of the County. Anyone who knows how to add and subtract will conclude that the cost of the vehicles is somewhat small, given size of the County budget. It was never about the money, it was about the arrogance. The arrogance to spend money on themselves while cutting services, and hurting employees with furloughs. It was nest-feathering, or perhaps it should be called empire building, and it required a greatly inflated self-image and maybe some arrogance for those Commissioners to vote themselves what amounted to a major pay raise during these hard times.  So much so, that four of those five former Commissioners were defeated in 2010, and in my view, their luxury SUVs played an important role in their defeat.  It was an astounding lack of clear thinking about the symbolism, among other things, of treating
themselves as more important than the citizens,  and the employees. Leadership requires so much more than this.

Most of the new board, elected in 2010,  showed wisdom and restraint by refusing the luxury SUV. Commissioners Robinson and Rucci refused. President of the Commissioners Kelly, who is the only full-time Commissioner, even refused. But two of the Commissioners did not listen to the public’s message. Commissioner Collins, who voted for the SUVs in the first place in 2009, and Commissioner Davis, decided that they were important enough that they would take the free SUVs regardless of the public anger.

Doing the right thing is often difficult. It is divisive, because you have to take firm stands against those who refuse to see the right way. I applaud Commissioners Kelly and Robinson for taking on this tough issue, and I am very sorry that there were not 3 votes to right this wrong. A wrong that has little or nothing to do with the cost of these symbols, but a great deal to do with the health of our representative government in La Plata.

    This is something that NEEDS to be said!!! I especially like this:

    In response to Stephan Bowles’s letter to the editor of February 3, 2012 [There are more important issues for county than take-home vehicles], in which he takes to task Commissioner Ken Robinson for discussing a matter of policy in a “public forum,” there is no other venue available for Commissioner Robinson to address the issue. The “public forum” to which Mr. Bowles refers is an official meeting of the county commissioners and is governed by certain state laws. If this issue were to be raised at all, a public meeting is the only proper place for that to happen. Doing so amounts far less to self-aggrandizement than it does to compliance with the law.

    We have long struggled in this county against the “back room deals,” the “secret alliances,” and the for-show-only motions, debates, and votes. For the commissioners to address this issue in private and away from the eyes of the public, while less awkward for some perhaps, would have not only been a violation of the law, but also a violation of the public trust. This issue is exactly the sort of thing that at one time might have been hashed out in private first so that a more sanitized version, if any version at all, could have been brought forward to the public meeting. What we see now may be less sterile, but it is far more transparent and open, which is in part, to quote from Mr. Bowles’s letter, “the business [the commissioners] were voted to do.”

    Our commissioners must discuss things in public because it is the law. They should discuss these things in public because it is in the best interest of the citizens. It finally appears that we have a group of commissioners who are taking both responsibilities to heart. Sadly, it also appears that some of our citizens still prefer the carefully scripted version of the past. I hope Mr. Bowles will come to embrace the new transparency this board is providing us, even when it’s not so pretty.

  • 5. · I'll bet they print one of not both of them. They have gotten much better about listening to the citizens. They live on advertising and circulation. If people get tired of reading crap, they stop buying and advertising suffers.

    The seem to have gotten it. Paul Warner has done some great pieces.

    Fully Agree - he always says, what needs to be said, and says it well !! I have a feeling the TWO that use these SUVs will have to cave in sooner or later, its a silly point, and PR disaster to deny the VOTERS that said they wanted this PERC.... to be history, like 4 of the 5 last Commissioners.

    In the last election I said this would happen>bet he also has a take home vehicle as well...the cost of office space computers and most likely a list of a dozen more things the County is paying them to have...Last meeting I attended he say in the back of the room...Gets paid a lot of money...what is the pay on the others under him>>? NO ACTION YET......Maybe it should be....

    I respect everyone's opinion here on the Duck, but we must be residing in parallel universes because I don't think this is a divisive issue.

    Among Commissioners Collins and Davis' constituents, I honestly don't think they care if the commissioners drive a Ford, Chevy, or Jeep on the county's nickel. If the commissioners feel they need the vehicles to get around the county or state or even in the case of one past commissioner ("rumored") out of state, then so be it done.

    As the young folks say, "it is what it is." There are a lot of perks given to state/county employees by vote or contract that leave me shaking my head. However, I don't think the majority voting populace cares.

    By the way does anyone know the actual expenditure for the vehicles?

  • 19. · According to the information given during the meeting, the average cost for a county vehicle is $6700 per year. The range for all the vehicles owned by the county was something like $3000 to $13000 per year. Where these SUVs fall is not exactly clear, but based on the type of vehicles and the miles reported, it is likely they fall nearer the top than the bottom.

    With regard to "needing" a vehicle to get around the county, the key issue is that the county has vehicles available for official business that can be checked out and returned. There is a way to meet the need you mention without helping oneself to a take-home vehicle.

    Whether or not Davis's or Collins's constituents care is less important than the principle involved. You're basically saying that whatever the citizens will let them get away with is perfectly okay. I disagree. To my mind, what both Davis and Collins are saying to the rest of the county employees (and by extension to the citizens) is clear: we are not in this together; your struggle is not our struggle; we are entitled and you are not. While many county agencies go without essentials, Davis and Collins indulge in conveniences.

    Speaking of indulgences, I'll indulge myself by sharing a story of the exact opposite attitude displayed by an elected official.

    I was working for the Architect of the Capitol in the early '90s and was doing some very early morning survey work. I walked into a Congress member's office and found a guy working at the very back desk in the staff office, typing away on a typewriter. He had come in early, he said, to answer letters from constituents.

    All member offices consist of three rooms--the member's private office, which consists of a large executive style room with top-end furnishings; the reception/administrative assistant office, where people enter and wait to see the member; and the staff office, which is where all the hard work gets done by lower level staffers.

    I stopped and chatted for a while with the guy and then let him get back to work. As I was leaving, I noticed the name beside the door in the hallway--Bob Stump of Arizona--which was the same name on the little name plate on the desk of the guy I had been talking to. I asked my boss that day and he confirmed that I had been talking to the Congressman himself. Congressman Stump only used his private office to entertain guests, but otherwise worked at a regular desk with the rest of the staff because he considered himself equal to everyone else in the office.

    I'll bet his constituents wouldn't have cared a lick had he used his ornate, ceremonial office. He could have gotten away with that and a whole lot more and not a single constituent would have batted an eyelash. But the man operated on principle and not a policy of what his office entitled him to or what his constituents would let him get away with. He was, sadly, a rarity on Capitol Hill.

    The previous post is almost like the.. "There are more important issues.. blah blah blah.. LTE" Agreed, its not about the cash value so much, its about the Values.. of those that serve.

  • 21. · mbillard - I agree with a lot of what you say. I think for many it is a thought that it is a feeling of entitlement.

    My one concern at the time they were bought or leased was the message of contempt that many County employees felt when it happened. They were sucking it up, having furloughs and had been with out raises. It just seemed another message of 'we don't care'.

    I think especially it was that particular group in office and all that lead up to this 'perk' dynamics that made folks feel that way. For many County Employees who make way way less than the average income of Charles County residents- the SUV's were luxurious. From my point of view, even though they are older- they are better than my car.

    BUT...

    There are many sides to an issue. I don't know why this one seems to be the line drawn in the sand; but it is dividing the County. You just haven't seen it yet. Just trust me on this.

    I am amazed that I agree with rharlen. He has the views of the other side pretty much right.

    Neither will see the others point of view.

    As my dad used to say- maybe you should pick your battles and let this one go.

    ...I just try and be myself...Maybe one day people will start to vote for Candidates not because they have a ton of money and own a big company business...I am retired on a GS7 pay so between my wife and I we do OK...Having 2 big G.S.Dogs 3 cats and 2 horses and no kids well again we get by...But one thing is for sure if voted in office I would not need a SUV and by the way I have a Tohoe 2008 which I love and my 95 DULLY pick-up which I love...But I do shake my head seeing Collins and Davis having a take-home SUV...Guess the Lowest level employee working for the County would love to have a SUV or even a small car to just drive to and from work...I still do not understand WHY they think they should be DRIVING a County vehicle to and from work...It needs to STOP and we need to send e-mails to Bobby and pass the word to everyone you know to also e-mail Bobby and ask him to have a change of heart with his VOTE....I will continue to make this an issue and just hope the people of Charles County also will have had e-nuff of Collins and Davis driving around High on the hog with OUR TAX $$$$$$.............

    There's something called "integrity" and by using these enormous gas guzzlers at a time when gasoline is expected to reach $5.00/gal by summer, the Commissioners who use these SUV's are setting a bad example.

    It appears to me that they are exhibiting a sense of "entitlement" and that any "concern" for their constituents is for political expediency and not genuine.

    rharlan - to further the discussion, your comments quoted above bring back to mind something that mbillard stated on another thread. It was something to the effect as a comparison, the county could place a pot of taxpayer money by the door and the commissioners can help themselves to as much as they want, whenever they see fit...

    And that would be ok because the majority of the voting populace won't care - it's a to-be-expected perk for commissioners?

    Again, I have no problem with the commissioners using county vehicles for county business. But, I can't understand it being ok to use them full time to include personal use, as much as they want, racking up miles and using the vehicles up, up to twice as fast as necessary. A vehicle that should last 10-12 years will probably be ragged out by 6. So, it's not just a matter of their annual costs for maintenance, gas and insurance, but, the price to replace them far sooner, as well, and, imho, for no good reason. Public service, in my mind, is about improving the quality of life for the citizens of the county, not just the individual public servant.

    So true!! All we have to do is look at previous BOCC's (i.e. Cooper/Patterson) to see the downside of public servants looking out for themselves!!!!

  • 28. · A simple solution as I expressed somewhere else is to put in a transmitter, they are about $200 and track the locations, time spent, speed and any other information the County may need to make correct IRS statements.

    Of course that action should be across all divisions for take home vehicles.

    I'd really like the Board of Ed to do this. I see so many of those cars driven everywhere and driven home. Are all those necessary? Could that free up Education funds?

Is this common or is there precedence for elected officials taking cash at public meetings like the meetings conducted by Commissioner Davis? If there is any truth to the story, I have to say what was she thinking. If you are going to raise money have an official fundrasier.

    1. Mbillard has been brilliant in his posts and his LTE. So have many of the others who have posted.
    2. Yes, rharlan, these Ford Explorers are luxury SUVs in my view. I have only once in my life bought a car that costs $25K. The base price for a 4wd Ford Explorer in 2009 was $31K, but as equipped, I suspect these were more in the range of $36K to $40K. They get 15-21 MPG (kelly blue book being the source for the above). They sell used, now with 40K miles on them for more than $25K. I suspect that 90% of the taxpayers who paid for these cannot afford to buy one (except with abusive credit). I do not say this to speak ill of those who buy luxury cars. They are welcome to spend their money on whatever cars they want. Just don't spend tax money on them, and then act like they are not luxuries.

    My father was a parole commissioner for the state from 1983-1990. He drove all over the state in his state-provided chevy chevette (25 MPG). We were thrilled for him when as the senior parole commissioner, they upgraded him to a cavalier. By the way, he was strictly forbidden to drive his chevette/cavalier for anything but government business.

    I wonder what it is like not to worry about the price of gas over the last 3.5 years? Gas was almost $4 when they bought these, and now is headed there again. Oh, well. Let them eat cake.

    Gasoline is projected to be over $5.00/gal by summer. Not only do the taxpayers have to pay those inflated prices for the county provided SUV's but they'll also have to reach into their pockets to fill up their own tanks.

    The "Marie Antoinette" mentality is alive and well for some isn't it??? Pitiful....

    It would be interesting if someone could get what is on the books as to the cost of the SUVs as well as how much money has been spent on them regarding gas, repairs, insurance, car washes, tires, etc. This information would also be good to have for all of the personal vehicles the School Administration hands out to lots of their top Administrators. Once these cost are publicized, many more citizens will be outraged than just those on the "Duck". Then, publicize the absolutely ridiculous salaries and benefits that are being bestowed on the top two Administrators of the School Administration. Then, when the public starts complaining about high property taxes, there will be something to put in front of their faces to explain it.

    Didn't I read in the 2010 CAFR, Comprehensive Annual Financial Report that - the top cat at EDU makes $260,000.00 give or take -- WOW !!

    More than the Vice President of the USA.

    I'm sure you are correct and the next one down the Totem Poll is not far behind. Take a look at the retirement program, health insurance, days-off plus vacation allotment, paid vehicle and other benefits and you will be even more flabbergasted at just what these positions cost the taxpayers. The sad thing about it is that now that the Board of Education has a golden opportunity to bring things in line with their worth, they probably will do nothing except extend another lavish contract to the biggest smoozers now ensconced somewhere in the school system who have a glad-hand and a friendly smile who will just look good in the Indy cutting the ribbon on another multi-million dollar Frank Lloyd Wright educational edifice known as a "County School".

    well, i personally HAVE held a government job, for more than 24 years now, which required me to travel on a daily basis, all over the metropolitan area, DC, Virginia, West Virginia, and Maryland. It was not unusual for me to drive to remote areas or down unpaved roads. I did it with my personal vehicle and was reimbursed for BUSINESS travel. THAT's the way it should be for everyone in these times when we are running so far over budget that states are going bankrupt and China basically owns the united states. THAT is the problem with government; they grossly overspend when it is not necessary. Who knows how or why this got "voted in"; it still shows a lack of concern for taxpayers and arrogance on the part of commissioners who spend more than is necessary, when it was not in the too distant past that local governments were furloughing and laying off employees and closing offices or curtailing hours. Government employees, including the appointed ones, are public servants and should act accordingly. Yeah, it was voted on, but does that mean that commissioners don't have an obligation to keep spending to a MINIMUM?? The same people who "got over it" will be complaining when services are again cut due to budgetary constraints. If one wants to drive an SUV they should purchase one personally. SUV's for public officials is beyond extravagant AND outrageous. And the only way this may get changed, is by the people who do NOT "get over it."


    I have not yet made a reply...I want to take my time for a couple hours to think how I will reply to it but you can bet it will be on the same lines that Joyce made above....

  • 38. · Let me add this. The county has quite a number of employees who are deemed " essential personnel" in times of emergency. I would think they would require an
    SUV before a PART-TIME employee like a commissioner. During the storms this past year, these hardy souls made their way to work in their own vehicles in some of the worst conditions.
