This Week’s Historic Charles County Photo

I’d like to try something new. With the help of the Duck’s readers, I’d like to post photos of Charles County places from years’ past. But I need everyone’s help. My ultimate goal is to start a gallery of these images. Thanks to the reader that sent this week’s in.

Amid Layoffs, A Federal Agency Is Hiring 1.4 Million People

Day after day we’ve heard the bad news about tens of thousands—even millions—of people losing their jobs. But there’s at least one organization that’s hiring. And hiring nearly one and a half million people.

It’s the U.S. Census Bureau.
[...]
The Census Bureau is hiring hundreds of people for each office. And it’s opening 3 offices in Maryland, two in DC, and more in Northern Virginia.

LPVRS Purchases Cardiac Support Pump

One of the most difficult of all calls for EMS to run is the cardiac arrest/CPR in progress call. Proper care of these very critical patients requires excellent coordination among a large group of providers, and excellent CPR skills. In order to give patients the best possible chance, early and consistent CPR is absolutely essential.

For very long calls, CPR may be given for as long as an hour, depending on the location of the patient, and the transport time to the hospital. Studies have shown, and anyone providing CPR can attest, that it’s very difficult to provide CPR manually for that long a period of time. In fact, studies show that most people can only give a few rounds (two minutes each) of CPR before beginning to tire. This can result in a tired provider giving less-than-adequate CPR. To help solve this problem, and provide the best available care to its patients, LPVRS recently purchased an Autopulse cardiac assist device, using a $10,000 grant received from the United Way, and matching funds provided by the LPVRS Associates.

County’s hospitals may be sold piecemeal
Gazette by Daniel Valentine

A state panel tasked with finding a company to purchase Prince George’s County’s troubled hospital system is considering selling off hospitals individually to private companies rather than as a total package, officials said at a meeting Monday.
[...]
The Prince George’s County Medical Center in Cheverly is the system’s busiest facility but also leads the system in losses. Health officials have noted that the Bowie facility usually turns a profit and that the Laurel facility is just miles away from massive residential developments expected to come from the Base Realignment and Closure plans that will grow nearby Fort Meade.

Mandated Health Insurance Would Decrease College Enrollment, Officials Say
Southern Maryland Online by JENN BOGDAN

More than 250,000 Maryland adults under age 30 lacked health insurance in 2006, prompting health care officials to call for mandatory coverage for all college students during a House committee hearing Wednesday.

But representatives from Maryland’s colleges and universities told the Health and Government Operations Committee that requiring health care coverage for students would raise the cost of higher education and hurt enrollment.

OPINION: It’s Impossible to Ignore the Economy

By State Senator Roy Dyson (D-29th)

It is impossible to ignore the economy - Even with crude oil prices falling another 3.7% last Tuesday to a record $54.95 a barrel. It’s just not good. However, after reviewing just how bad it is, I want to offer some much-needed perspective to the situation.

According to the Labor Department, first time claims for unemployment benefits rose to 576,000, the highest level since the period right after 9/11. Unemployment has risen to 6.1%, a 14-year high. By contrast, unemployment peaked at 6.3% in 2003 after the short recession of 2001. It peaked at 7.8% in the 1990-1992 recession and above 10% in the 1980-1982 recession. During the Great Depression, unemployment was between 25% and 30%.

State Marketing Efforts Lacked Documentation, Oversight
Southern Maryland Online by ELI SEGALL

Poker tournaments. Catered cruises. Hollywood parties.

The events, bankrolled by the state, were held to boost business in Maryland. Their effectiveness, however, was never properly documented.

All together, the Department of Business and Economic Development spent $184,000 on marketing events in recent years that were not “adequately evaluated and documented,” said a state audit. Released Wednesday, the report also said the department paid employees with no job duties, bought airline ticket upgrades without required approval and gave tax breaks to firms without verifying their eligibility.

Doctors Find Worm In Woman’s Brain

PHOENIX—Many around this time of year like to preach the importance of washing your hands to avoid the cold or flu.

But a Phoenix-area woman is saying dirty hands might be to blame for a rare illness that sent her to the hospital recently.

And after it turned out that a possible brain tumor was just a worm—yes, a worm—her doctor agrees.

Five Arrested for BB Gun Assaults, Vandalism

The Charles County Sheriff’s Office arrested five teens this week in connection with multiple incidents in which the suspects used a BB gun to assault people and vandalize numerous homes and businesses during an overnight spree last week. Calling the arrests significant, Sheriff Rex Coffey said identifying suspects in these types of cases is crucial in preventing other crimes from occurring. “Vandalisms can be difficult to solve because they tend to be random crimes. Our officers pursued every lead until these suspects were identified and apprehended,” said Coffey.

Jailed artist finds outlet for creativity behind bars in detention center
Maryland Independent by BETHANY RODGERS

[...]
A lot of Bullock’s adult life has been spent in jails, in places robbed of color by dingy jumpsuits and blank cells. It’s a fact detention center guards find hard to reconcile with his talent.

“You don’t want him to be here,” said officer Ryan Taylor, who works in the jail’s classification and treatment unit, adding that he could see Bullock making a living from his artwork. “We have to get him to believe it.”

States disagree greatly on Amber Alert criteria

Authorities count hundreds of Amber Alert cases across the country as success stories when they start explaining why the media-friendly and politically popular bulletins are so important. Yet despite a federal law meant to create a uniform system, an Associated Press review shows wide variations in what triggers an Amber Alert from one state to the next, which can heighten the tension when a suspect crosses state lines.

The AP examined Amber Alert records from all 50 states and found that some barely keep track of the alerts they’ve issued, let alone whether they worked. A few states don’t have anyone designated to oversee their programs.
