The 19th Annual Southern Maryland Blessing of the Bikes will be taking place this year at the St. Mary’s County Fairgrounds on Sunday, April 22, 2012, gates open at 10am. This year our efforts are to support the hundreds of wounded service members and their families right here in Maryland via the Maryland Patriot Guard. The Maryland Patriot Guard (MDPG) was formed in 2009 and evolved from the Patriot Guard Riders Help on The Homefront program, as a way to ensure that local donations stayed local. Ann and Ted Nettles are the leaders of the Maryland Help on the Homefront program who are hands on directly helping the wounded military.
The Navy wants to know future land uses for Somerset, Wicomico and eight other Maryland counties over which the military controls airspace.
The Patuxent River Naval Air Station has for years tested aircraft and trained personnel for military operations. But after almost 70 years at the installation across the Chesapeake Bay from Crisfield, the Navy wants the 10 counties within range of air station testing to participate in a land-use study that documents the compatibility of projects planned by both the counties and the military and impacting either.
Compatible land-use plans would be compiled into a strategic action report detailing community development and operations at the Naval Air Station.
Students and their parents seeking assistance with homework can use a free online tutoring program available through Southern Maryland county library systems. The program is available to anyone with a Calvert, Charles or St. Mary’s County library card. It provides “live,” expert tutors in all core subjects for students in grades 3 through 12.
HelpNow!, a product of the parent company Brainfuse, is a tutoring service provided by the Southern Maryland Regional Library Association for customers of the three county library systems in Southern Maryland, according to a news release from the Southern Maryland Regional Library Association.
HelpNow! offers free tutoring from 2 to 11 p.m. daily in English and Spanish.
In January of this year members of the Calvert Investigative Team began investigating a sex offense that occurred on January 16 at Nick’s of Calvert grocery store in Prince Frederick. During this particular investigation it was learned that an 11-year-old girl had been touched inappropriately by a white male while inside the store. The victim believed the male to be in his 40’s and provided a suspect description.
On April 6 two young girls came forward to report being inappropriately touched while shopping at the Prince Frederick Wal-Mart that day. The suspect description and Modus Operandi (MO) in this case was similar to that in the case which occurred at Nick’s.
A hearing has been scheduled for next Monday on a challenge to the residency of Leonardtown mayoral candidate Henry Camaioni. J. Ernest Bell II, election judge for the town, has scheduled the open hearing for 4:30 p.m. on the written challenge to Camaioni’s candidacy by town resident Joan Ritchie.
Camaioni told the Bay Net that he hoped to have the issue resolved before the hearing. He showed the Bay Net his driver’s license with a Leonardtown address and provided 2010 tax return that also showed the address, 25525 Point Lookout Road. The town code requires a one-year residency in town to run for elective office.

Investigators in Maryland uncovered an alleged home improvement scam that’s reportedly cost some families hundreds of thousands of dollars. Two contractors are accused of taking payments but not finishing any work.
For Russ Russell and his wife, Pat, their dream home became a nightmare. They said they paid a contractor more than $300,000 over a two-year period for a makeover of their home in Port Tobacco in Charles County. But much of the work wasn’t finished. Some wasn’t done at all.

On a smaller scale, we now have seen the 150 or so residential and commercial systems installed in the Southern Maryland footprint, approximately doubling each year. All of these primarily use standard 3-foot-by-5-foot solar panels. Not only have the panels become significantly cheaper over the past three years, but they continue to be developed incrementally more efficiently.

All of these smaller systems add up to something more than 1,200 kilowatts of generating capacity and, coupled with a 500 kw system at Carver, total 1,700 kilowatts of solar electrical production capacity. At now-measured production rates, these should translate to 2,244,000 kilowatt-hours of electricity per year.

I’d like to explain the economics as residential owners get approximately 53 percent of the investment back by the beginning of year three, and commercial installations likely more than 90 percent. Since tax credits are a 30 percent factor in these returns, you need to be a taxpayer to reap the higher returns. Once into year three, with residential, you then can expect to earn 15 percent to 20 percent on the then net investment; with commercial, your return on investment is out of sight since virtually all of your investment has been returned.
Ground was broken Friday for the Patuxent Habitat for Humanity’s Chief’s Build II. The project follows one last year in which Chiefs from Pax River built a house for a needy family. That house stands next to the new house which will be constructed in a two-day “Blitz Build.”
The project started last year with a conversation between CMDCM (SW) R. Mark Cummings and Patuxent Habitat President Don Parsons. Cummings is retiring in two weeks and the new project is being headed by ATC (AW/SW) Joseph Aquilar.
According to a media release, “The home will be built in partnership with Mary King and her family, which includes her step-daughter and granddaughter, King, who works at NAS Patuxent River as a Voucher Examiner, was selected to partner with Patuxent habitat for Humanity by the Board of Directors. As part of the partnership, Ms. King and her family will spend 400 hours working on her home, and on other Habitat for Humanity home projects.” The Kings currently live in a one-bedroom apartment.
Naval officials from several programs here are scheduled to conduct press briefings at Navy League’s annual Sea-Air-Space Exposition from April 16-18 at the Gaylord National Resort and Convention Center in Oxon Hill, Md.

Another key member of St. Mary’s County’s economic development team is leaving county government. Hans Welch, manager of business development, is leaving the Department of Economic and Community Development effective April 18. He will be assuming the position of director of marketing for Triton Metals in Hollywood.
Welch’s departure leaves two vacancies atop the department. Director Dr. Robert Schaller resigned last month in a well-reported flap over an e-mail to School Superintendent Dr. Michael Martirano over a bid issued by the school system.

Authorities in Calvert County are on the scene of multiple accidents on the Thomas Johnson Bridge in Solomons.
The accidents were reported around 3:40 p.m. on Thursday, April 12. At least three vehicles are involved and are blocking the roadway.
No word yet on injuries.

The State of Maryland has added 1,209 acres to its permanently protected rural landscape, eliminating 100 development rights in four counties. Governor Martin O’Malley and the Board of Public Works today approved funding to preserve the land, located in Baltimore, Dorchester, St. Mary’s and Worcester Counties, through nine Rural Legacy easements.
In St. Mary’s County, preservation of the 75-acre Kessler, the 73-acre Lancaster and the 46-acre Dement Properties will permanently protect 194 acres of valuable forestland, extinguishing 33 development lots and improving water quality in the Patuxent River watershed. The easements will be held by the Department of Natural Resources (DNR), the U.S. Navy and the Patuxent Tidewater Land Trust. The Mattapany Rural Legacy Areas total 13,660 acres, of which 2,458 are currently protected.
The Federal Emergency Management Agency has awarded $1.8 million for cleanup costs in St. Mary’s County following Hurricane Irene.
Sens. Ben Cardin and Barbara Mikulski announced the grant on Tuesday. The county is one of a number across the state eligible for federal aid for damage between Aug. 24 and Sept. 5.

Going Forward
Four weeks ago I sat in public session before the County Commissioners alongside staff, colleagues, and community partners. We presented 3 important matters of official county business. Each Board member acknowledged us for the yeoman staff work done to advance the Joint Land Use Study for NAS Pax River, a Payment in Lieu of Taxes (PILOT) for Cedar Lane Apartments, and the introduction of the 2012 Technology Handbook, the annual flagship product of our department. A few hours later I was informed by the County Administrator and Human Resources Director that the will of the Commissioners was for me not to continue as Director of Economic and Community Development. Completely shocked, I chose to resign. Said another way, I was resigned to the fact that the County Administrator and the Commissioner President in particular wished that I no longer be part of the County’s management team. Neither has contacted me since my departure. I was the only native Countian on the team.
After the sun went down, two drivers rocketed to first career victories under the lights at Potomac Speedway on Friday night. David Puckett and Kevin Pollard both scored their first career Potomac Speedway feature wins in their respective classes.
Puckett passed veteran driver Ryan Hackett to take the lead on the first lap of the 20 lap The Carruth & Son Concrete Late Model feature event. He would not look back for the rest of the race as he drove off in to the sunset to score the victory, the first of his career.
